1998-2007年(nian),衡陽華菱不(bu)銹(xiu)鋼管廠以減(jian)員增效、剝離輔(fu)助、三(san)項制度改革等為(wei)主要內容,加快轉機建制步伐。按照建立“政(zheng)企分開、權(quan)責(ze)明確(que)、產權(quan)清(qing)晰、管理科學(xue)”的現代企業制度的要求(qiu),衡鋼以資產經營為(wei)紐帶,大力推(tui)進“分離輔(fu)助、精干主體”的企業改制工作,1998年(nian)至1999年(nian),共剝離9個輔(fu)助部(bu)門。在集團公司的扶植下,輔(fu)助單位自(zi)我生存能力不(bu)斷增強(qiang)。

強化(hua)技(ji)術(shu)創新(xin),“提檔加(jia)速”進軍(jun)高端產(chan)品市場。在引(yin)進和(he)消(xiao)化(hua)吸收國外先(xian)進無縫(feng)鋼管生(sheng)(sheng)產(chan)裝備和(he)技(ji)術(shu)的(de)基礎上,衡鋼插上科(ke)技(ji)創新(xin)的(de)“翅膀”,開(kai)始(shi)在無縫(feng)鋼管制造的(de)領域啟航并騰飛。從1987年到(dao)1997年,衡鋼進行了大(da)小(xiao)130余項技(ji)術(shu)改造和(he)700余項技(ji)術(shu)改進,完(wan)成(cheng)重大(da)科(ke)研項目38個(ge),新(xin)技(ji)術(shu)推廣14個(ge),其(qi)中5項技(ji)術(shu)獲(huo)國家專利、6項獲(huo)省冶(ye)金系統科(ke)技(ji)進步獎、10項處于(yu)國內領先(xian)地位。其(qi)中,企業自(zi)行設計(ji)的(de)ф108mm三(san)輥高精度熱軋(ya)(ya)無縫(feng)鋼管機組有效(xiao)填補了中厚壁鋼管生(sheng)(sheng)產(chan)的(de)空白(bai),引(yin)進消(xiao)化(hua)吸收的(de)Φ89mm半浮(fu)芯棒連軋(ya)(ya)管機組使企業在高壓(ya)鍋爐管、油管市場上搶占(zhan)先(xian)機。
2003年,衡鋼(gang)拉開二次創業(ye)的序幕,進入新(xin)一輪大(da)(da)技(ji)改(gai)時期,相繼建成了(le)二連(lian)軋(ya)項(xiang)目、大(da)(da)管坯(pi)項(xiang)目、套管加工(gong)生(sheng)產線(xian)等一大(da)(da)批管國家、省市重點工(gong)程。2007年,圍繞(rao)“十一五(wu)”發(fa)(fa)展規(gui)劃,實(shi)施了(le)ф108mm機組改(gai)造(zao),啟動了(le)特大(da)(da)口徑軋(ya)機、煉鐵系統建設(she)。2000年至2007年,衡鋼(gang)開發(fa)(fa)油田用管新(xin)鋼(gang)種35個,擁有自主知識產權的經(jing)濟型油氣用管HS系列用鋼(gang)種6個,自主開發(fa)(fa)的HSM特殊(shu)扣申請(qing)了(le)專利。
